Chelsea Brown is an experienced NCAA Division I compliance professional with a strong background in legislative oversight, eligibility certification, and comprehensive rules education across multiple athletic departments. She currently serves as the Director of Compliance at James Madison University, where she helps lead day-to-day compliance operations, oversees key monitoring systems, manages roster and eligibility processes, and serves as a liaison to the NCAA and Sun Belt Conference. Brown has extensive experience interpreting NCAA legislation, coordinating waiver submissions, and implementing department-wide policies and best practices to ensure institutional control and risk management.
Prior to her role at JMU, Brown served as an Athletic Compliance Officer at Prairie View A&M University, where she led the successful transition to the ARMS compliance system, managed CARA oversight, and collaborated with campus and athletic leadership to deliver impactful rules education. She also brings foundational experience from the University of South Alabama and North Carolina Central University, where she supported eligibility certification, recruiting monitoring, CARA, camps and clinics oversight, and student-athlete services.
Brown holds a Master of Science in Kinesiology & Athletic Administration and a Bachelor of Science in Recreation Administration from North Carolina Central University. She is committed to fostering integrity, transparency, and student-athlete well-being through thoughtful compliance leadership and cross-campus collaboration.
